Title: FPREIGN AID AND FISCAL POLICY NEXUS IN NIGERIA: DOES DEREGULATION MATTERS?

Abstract: - The study examined the influence of deregulation on the relationship between foreign aid and fiscal policy in Nigeria. The equation which described foreign aid as function of important fiscal varia bles and other macroeconomic variables is derived from the famous two-gap model. Chow test is used to examine if there is any structural changes since the adoption of deregulation that has significantly affected the relationship between foreign aid and fiscal policy. The result shows that deregulation has positively and significantly affected the impact of fiscal policy in Nigeria on foreign aid accessibility. But the effect has been short-lived recently owing to the recent drastic fall in foreign aid available to Nigeria despite the sustained increase in both government revenue and expenditure. It is recommended that assessment of other shocks that can affect the fiscal policy in Nigeria should be conducted with aview to getting the reason why deregulation fails to maintain positive relationship that exists between fiscal policy and foreign aid in Nigeria. Title: FROM ACTIVISM TO ALIENATION: THE PARADOXES OF BEING AN ECO-CITIZEN

Abstract: - In France today, the different public authorities in charge of protecting and/or managing the environment rely heavily on the term “eco-citizen”, which is also broadly wielded in the media and poli tical discourse. From a set of recommendations, it becomes an order that is based on a normalizing process which codifies social behaviour and directs the way individuals participate in a collective project. Several national surveys conducted in France and Europe point up the shared acceptance of this codification which appears to individuals as a means to combat on a personal level the negative collateral effects of our development model. We will argue that this approach is an ideological mask that presents repair tactics as capable of transforming relations of production. Such practices are actually alienating for individuals insofar as their eco-citizen behaviour allows the development model to reposition itself and incorporate new markets. Individuals are as such dispossessed of the radical scope of their actions and lose control of the object for which they became involved in the first place. Abstract: - Training and development as a practice and procedure undertaken for the improvement of employee's performance in terms of attitude, skills, knowledge and behavior has become a very important practi ce in human resource management in successful organizations. The realization of this practice in its full range of public organizations is a real challenge, because public organizations often operate under a strict legal framework and flexibility and efficiency use of these practices is difficult. The main purpose of this paper is to introduce the main theoretical approaches related to training of all specialists in the budgetary sectors of public administration. Further, in a more practical level, other purpose of this paper is to analyze the relationship of training with performance seen in two levels: individual and organizational ones. There are two main ways to realize the goals of this paper as following. Initially, is conducted a theoretical picture of attitudes to assess performance and its position in view of the performance of public administrator. Later, in order to answer to key questions of research it is designed and distributed a questionnaire on the Albanian public administration whose data are processed further. At the end, based on literature review and practical results, there are reflected some recommendations and conclusions.
