Abstract: Participation is directly linked to the concept of governance. E-governance is considered a challenge in systems of systems. The main objective of this paper is designeing a website that allow easy n avigation between education and voting subsystems, by integrating the subsystems based on bi-lingual code-and-redirect strategy. This strategy allows us to integrate other subsystems later easily and efficiently. The voting subsystem focuses on encouraging citizens for participating by providing resources and full digitized maps for all the country. The educational subsystem focuses on measuring the level of participation by building an e-questionnaire which allows accessing it on a wide range. An efficient representation of collected data is proposed that is robust to large amount of data. By Benefiting encouragement and measurement provided by the proposed system, the decision-maker can set efficient and effective policies, and track the process of carrying out those policies. Title: A NEW TECHNIQUE FOR LICENSE PLATE DETECTION USING MATHEMATICAL MORPHOLOGY AND SUPPORT VECTOR MACHINE

Abstract: License plate localization is considered the cornerstone for any license plate recognition system. Its reliability and performance have a majore influnece on the whole license plate recognition syste m. In this paper, a new technique for license plate detection is presented. The first step is detecting the vertical edge using Sobel mask, and then the horizontal projection is applied to filter the edge image regions. Morphological operations and connected components labelling are used to get the candidate regions. Finally, support vector machine is used to examine the candidate regions and determine the license plate. Dataset downloaded from the internet is used to train SVM and test the proposed technique. This dataset contains 514 images of cars and vans. The images are captured in various illumination conditions, raining days, taken from different angle. Furthermore many of them have very complex background, shadow. In addition, many regions are similar to the plate region. Simulation results of the proposed technique show accuracy of 92.2%. Abstract: The growing diversity of applications together with commercial, telecommunications, transports, aerospace, navy, and the non-stop demand for smaller, lighter, and extra high power supplies have forc ed to draw attention towards high frequency isolated, three-phase DC–DC converter. Power applications are found mostly with low output voltage around 9V to 10V .and power level found to be 750W.A power conditioning system for such applications generally consists of a dc-dc converter and a dc-ac inverter, and the dc-dc converter for low-voltage, high-power must deal with a high voltage step-up conversion ratio and high input currents. Although many dc-dc converters have been proposed, most deal with high input voltage systems that focus on step-down applications, and such dc-dc converters are not suitable for low-voltage, high-power applications. Multiphase isolated dc-dc converters offer several advantages that are very desirable in low-voltage, high-power applications. First, a multiphase is constructed with paralleled phases, which increase power rating and current handling capability for high input current. Second, an interleaving control scheme produces a high operating frequency with a low switching frequency, and the high operating frequency reduces size of passive components. Thirdly, use of a transformer provides electrical isolation and a high conversion ratio. Lastly, several multiphase converters are capable of soft-switching operation, which increases converter efficiency. Abstract: The establishment of Infrastructure Concession Regulatory Commission (ICRC) by the Federal Government of Nigeria under Act 2005 and the Public Procurement Act of 2007 to drive the implementation of P ublic-Private Partnerships (PPPs) in infrastructure development which supposedly serve as institutional, legal and regulatory framework for attracting private sector investment in infrastructure development in Nigeria with the aim of tackling the challenges of poor infrastructure development and to improve economic growth in the implementation of PPP strategies. This is also to ensure that the transfer of responsibility to the private sector in infrastructure development follows the best international practice which is best achieved through transparency, accountability and competitiveness. This paper examined the strength and limitations of the Nigerian PPP Institutional and Legal Regulatory framework for infrastructure development. The review of literature started with the assessment of the Nigerian National Policy on PPPs followed by the in-depth assessment of the Nigerian Government legal mechanisms in the implementation of PPPs such as the adoption of ICRC Act of 2005; the creation of ICRC office; and the Public Procurement Act of 2007. A critical evaluation of Nigerian PPP Institutional and Legal Regulatory Framework was also carried out. The study revealed that lot of challenges are impacting on the effectiveness of PPP framework in road infrastructure development in Nigeria the challenges were hereby attributed to poor Nigerian National PPP Policy thereby resulting to weak and inadequate institutional, legal and regulatory structure. The study therefore concluded that the current PPP policy in Nigeria must be reviewed so as to enhance the effectiveness of the institutional and legal regulatory structure. Abstract: Comparison of Active and Passive Filter Improvement of Power Quality in Three Phase Ac System a Power System Harmonics Voltage Stability and Power Quality Improvement a coordinated control of power l ine the increasing of nonlinear loads in utility line, harmonic problem has been concerned ever more than before. Those nonlinear loads, such as diode rectifiers, thyristor converters and some electronic circuits, on industrial, commercial and residential equipments, active power filters operate as a controllable current source. Passive filters are consisted of tuned series L-C circuits. These filters should be applied as close as possible to the off ending loads, preferably at the farthest three phase point of distribution. The necessity to deliver cost effective energy in the power market has become a major concern in this emerging technology era. Therefore, establishing a desired power condition at the given points are best achieved using power controllers such as the well-known High Voltage Direct Current (HVDC) and Flexible Alternating Current Transmission System.
